PROBLEM TO BE SOLVED: To provide an electric double-layer capacitor improved in long service life performance by controlling electrode potentials of a positive electrode and/or a negative electrode. SOLUTION: A changeover switch 28 is connected to a positive electrode 10 of an electric double-layer capacitor 1, a power supply or a load is connected to a terminal (a) of the changeover switch 28, and an auxiliary electrode 20 is connected through a resistor 30 to a terminal (b). The electric double-layer capacitor is repeatedly charged/discharged while setting the changeover switch 28 to the terminal (a) side. If a discharge amount becomes a lower limit threshold or lower or internal resistance becomes an upper limit threshold or higher; the changeover switch 28 is changed over from the terminal (a) side to the terminal (b) side, the positive electrode 10 and the auxiliary electrode 20 are turned into closed circuit state via the resistor 30, and the positive electrode 10 is resistor-discharged.
