PROBLEM TO BE SOLVED: To provide a discharging circuit for a battery which can suppress the degradation of an active material of a secondary battery to prolong its charging and discharging cycle life. SOLUTION: The discharging circuit for a secondary battery is equipped with a switching element which turns on/off the discharging current of the second battery, a capacitor which temporarily stores electric power from the secondary battery, a monitoring circuit which monitors the state of an external load, and a control circuit which controls the switching element based on the signal from the monitoring circuit. The controlling circuit controls the switching element so that the amount of the electric power the same as that supplied to the external load from the capacitor is charged to the capacitor from the secondary battery by pulse discharge.
