PROBLEM TO BE SOLVED: To resolve the problem that a master station is erroneously operated by erroneously recognizing that an abnormal slave station being normal in a downlink but being disabled in the uplink is normally operating though starting communication with a normal slave station being normal in both the downlink and the uplink, in the case that the abnormal slave station transmits a line capture code simultaneously with the normal slave station. SOLUTION: When a permission code P1 is transmitted from the master station, slave stations 1 and 2 which have transmitted the line capture code transmit unique random codes Q1 and Q2 from random code generation means provided in slave stations themselves. In the case that the master station can receive only the random code Q1, the master station sends it back toward slave stations (in the down direction). The slave station 1 receives it to start data communication because it coincides with the random code transmitted from the slave station 1 itself, but the slave station 2 doesn't perform data communication because receiving the random code different from that of the slave station 2 itself, so that the slave station 2 is prevented from erroneously perform a data transmission operation.
