PROBLEM TO BE SOLVED: To obtain a decoding apparatus which can fully obtain advantage peculiar to a hierarchy transmission without increasing a circuit scale, etc. SOLUTION: When a hierarchy transmission is carried out and packet data including a header and real data are decoded; the header of the inputted first packet data is extracted, the above header is added to the tail end of the real data of the second packet data inputted before the first packet data, and the third packet data are formed. Then, after the array of the third packet data is controlled, the third packet data are decoded. Moreover, the third packet data having a predetermined header of the decoded third packet data are detected. In the case of controlling the above array as a result of the above detection when the third package data having the predetermined header are detected, immediately after the third packet data having the predetermined header, the third packet data are configured in the same hierarchy as the third packet data.
