PROBLEM TO BE SOLVED: To provide an interactive element over all a program at a time that a subscriber does not know. SOLUTION: Graphics data are generated and control data are generated for controlling use of an audio channel and the graphics data. A normal video signal for forming a single combined interactive signal is combined with the graphics data and the control data. The control data include a code embedded in the video signal and configured to start and control reproduction of selected one of a plurality of audio channels and the use of the graphics data.
