PROBLEM TO BE SOLVED: To provide a water-bearing gel characterized by good feeling of use thanks to low tackiness to an object, low irritation to skin, no free-liquid formation, simple composition and easy preparation. SOLUTION: The invention provides (1) a composition for use in a water-bearing gel containing as its main components at least one compound (A) selected from the group consisting of a compound having a monovalent metal ion and a compound having a divalent metal ion, a (meth)acrylic polymer (B), water (C) and a cross-linking agent (D) reactive with a carboxy group, (2) the water-bearing gel obtainable from the composition, (3) a production method of the water-bearing gel and (4) a percutaneous absorption agent, a cooling sheet and cosmetics having the water-bearing gel.
