PROBLEM TO BE SOLVED: To provide a control device for an electromagnetic proportional valve capable of maintaining the control responsiveness of an object to be controlled while consistently controlling the object when a lift cylinder is downwardly driven. SOLUTION: The control device 20 for the electromagnetic proportional valve for controlling the flow rate of a fluid when a lift cylinder 4 is downwardly driven by detecting the present position of an operation lever 7 comprises an operation lever position detection means 21 to output information on the present position corresponding to the present position of the operation lever 7, an operation lever position determination means to determine the increase and the decrease of the flow rate by comparing information on the present position output from the operation lever position detection means 21 with information on the mean position before the predetermined number of the operation lever 7, a mean position information calculation means to calculate information on the mean position between the information on the present position corrected so that the increase of the flow rate to the operation of the operation lever is reduced and the information on the position of the operation lever 7 before the predetermined number if it is determined that the operation lever 7 is changed in the direction in which the flow rate of the fluid is increased, and a control means to output the control quantity to the electromagnetic proportional valve by the information on the calculated mean position of the operation lever 7.
