PROBLEM TO BE SOLVED: To provide a plant control system capable of reducing costs by cutting down the number of control devices in a whole system, and constructing the highly efficient and reliable system. SOLUTION: Control function sections 12 and 13 prepared in slave-side control devices 2 and 3 are arranged in duplicate in a master-side control device 1 in addition to a control function section 11 executing a primary control function shared by itself, and respective control devices 1 to 3 provide malfunction detecting means 21 to 23. When a slave-side control device 2 or 3 is in trouble, the malfunction detecting means 21 of the master-side control device 1 detect malfunction, and backups the control function section 12 or 13 which is normally not started, after starting the control function section 12 or 13.
