PROBLEM TO BE SOLVED: To enable it to detect as a characteristic for a test of a torsional rigidity and a torsional attenuation of a torsional vibration attenuator in a required accuracy with a comparative small cost. SOLUTION: From an angle of rotation measured simultaneously at a connection (2) and a rotation earthquake mass (3), the relative torsional angle of the connection (2) and the earthquake mass (3) and a rotation angular acceleration of the rotation earthquake mass (3) are obtained taking in consideration of variation which an angular velocity for the connection (2) may happen. Then, the torsional rigidity and the torsional attenuation are calculated and displayed as the characteristic value by a mass moment of inertia specified as a structure of the rotation earthquake mass (3).
