PROBLEM TO BE SOLVED: To provide an electric leakage detection apparatus and an electric leakage detection method capable of detecting electric leakage of a power supply device in a short period after vehicle collision. SOLUTION: A voltage-to-ground detector 30 impresses a pulse voltage of a prescribed frequency on the other end of a coupling capacitor C1 via an input/output node. The voltage-to-ground detector 30 detects a voltage to ground which appears at the input/output node when the pulse voltage is impressed and outputs it to ECU 40. When the ECU 40 detects vehicle collision by a collision sensor 50, the ECU 40 computes an average value of peak values of a voltage-to-ground power supply device within a prescribed period which starts at the time of the vehicle collision and determines the presence or absence of electric leakage on the basis of the magnitude of the average value. A capacitance value of the coupling capacitor C1 is set in such a way as to stabilize the peak values of the voltage to ground within the prescribed period. COPYRIGHT: (C)2007,JPO&INPIT
