PROBLEM TO BE SOLVED: To detect connection failures between lead wires and electrode terminals easily, and to carry out a lighting inspection with high efficiency and high accuracy in the lighting inspection of flat display panels. SOLUTION: A panel hold base 1 includes a PDP drive 11 generating a drive pulse voltage applied to each of electrodes of a PDP 10; a flexible cable 12 provided with a lead wire transmitting the drive pulse voltage from the PDP drive 11 to the PDP 10, an insulator, and a signal confirmation; a cramp 15 fixing the PDP 10 on the panel hold base 1 by pushing edges of the PDP 10 onto the panel hold base 1, and connecting the flexible cable 12 to electrode terminals drawn from each of electrodes of the PDP 10 electrically by the pushing; a cylinder 14 applying the pressure to push the PDP 10 to the cramp 15; and a signal-wave observer 13 to measure a signal wave output from the PDP drive part 11.
