An evaporator (20) includes a double pipe (92) provided between an outer cylindrical member (88) and an inner cylindrical member (90). The double pipe (92) includes an inner pipe (94b) as a passage of water and an outer pipe (94a) as a passage of a raw fuel. The inner pipe (94b) has a plurality of small holes (100) connected to the outer pipe (94a) for maintaining the pressurized state of the water in the inner pipe (94b). When the water gushes out of the small holes (100) of the inner pipe (94b) into the outer pipe (94a), phase transition of the water from the liquid phase to the gas phase occurs, and the water vapor is mixed with the raw fuel in the gas phase in the outer pipe (94a).
