<P>PROBLEM TO BE SOLVED: To provide a catalyst for treating exhaust gas, which has high activity and by which nitrogen oxides and halogenated organic compounds such as dioxins in exhaust gas can be further efficiently decomposed/removed, and to provide a method for treating exhaust gas by using this catalyst. <P>SOLUTION: This catalyst for treating exhaust gas contains vanadium oxide and metal sulfate (for example, iron sulfate or zinc sulfate) having the standard enthalpy of formation (ΔH(kJ/mol)) of ≥-1,300 and ≤-300 at 298.15K.
