PROBLEM TO BE SOLVED: To provide an on vehicle communication apparatus which specifies a communication apparatus used as a relay sending unit, for relay transmission. SOLUTION: The on-vehicle communication apparatus 1<SB>3</SB>mounted on a vehicle 70<SB>3</SB>includes a table memory which stores a relay car candidate table for specifying other vehicles 70<SB>4</SB>-70<SB>6</SB>as relay cars. The relay car candidate table is generated based on the classification by the running state of the other vehicles 70<SB>4</SB>-70<SB>6</SB>. The on-vehicle communication apparatus 1<SB>3</SB>specifies the vehicle 70 as the relay car based on relay vehicle candidate table. The on-vehicle communication apparatus 1<SB>3</SB>performs the relay transmission of the packet to the other on-vehicle communication apparatus 1, by using the on-vehicle apparatus 1 mounted on the specified vehicle 70 as a relaying device.
