PROBLEM TO BE SOLVED: To provide an embankment body so formed that a clearance is hard to be formed between the banking of the embankment body and a waterproof sheet. SOLUTION: A bulkhead structure 30 having the permeable waterproof sheet is laid on at least the front slope 11 of the banking of the embankment body formed of a predetermined banking material. The waterproof sheet is laid so as to come into contact with the banking 10 of the embankment body. Since the waterproof sheet is permeable, gases between the banking 10 of the embankment body and the waterproof sheet can be vented to the outside through the waterproof sheet.
