A no-power rugged luminous rotary device is provided to prevent traffic accidents by letting drivers recognize road conditions from a long distance and take proper actions in advance and to economize in expenses such as electric charges by operating with natural wind without using electricity. A no-power rugged luminous rotary device(1) is formed by inserting a support bar into a hole of a pedestal(5), fixing a bolt into a retreated groove of the support bar, inserting a washer and anchoring on the support bar via a through hole of a pinwheel(2) in order to reduce frictional force, and then tightening a cap with a bolt through the retreated groove of the support bar; and installing to a road via through holes of the pedestal using bolts(7,7').
