An onboard terminal equipped with a smart card interface and an RFID(Radio Frequency IDentification) tag, and a roadside unit communicable with the same are provided to realize a circuit with the smallest configuration and remarkably lower a manufacturing cost by effectively combining a terminal circuit for the smart card interface and the RFID tag. An antenna(150b) receives UHF(Ultra High Frequency) and microwave at the same time. A filter(190) separates signals received through the antenna into a frequency which is over the specific frequency or under. An RFID transceiving module(140b) uses the signal which is under the specific frequency passing the filter. An ETC(Electronic Toll Collection) module(120b) is connected to the smart card interface and uses the signal over the specific frequency passing the filter. A controller(800) includes multi-protocol algorithm(810) for modulating/demodulating transceiving to control the RFID transceiving module and the ETC module.
