Fixing device comprises pegs (112, 114) extending from a first insert (70, 72) cast in a concrete sleeper. A second insert (130, 132) is arranged within the first insert to transfer horizontal forces from a substrate plate (12) to the sleeper. Preferred Features: The second insert interlocks with the first insert. The second insert is formed by a protrusion extending from the base surface of the substrate plate. The first insert has a pot-like base body open on the substrate plate side with a wall and peripheral outer wall which surrounds an inner wall forming a hollow cylinder.
