Provided is a flame-retardant adhesive composition of which the cured material has good properties such as flame retardancy, exfoliation strength, migration resistance, and soldering heat resistance, and contains no halogen element. The flame-retardant adhesive composition comprises (A) a non-halogen epoxy resin, (B) a thermoplastic resin and/or a synthetic rubber, (C) a hardener, (D) an aromatic condensed phosphoric acid ester compound without a nitrogen element, (E) a hardening accelerator, and (F) a nitrogen-containing organic phosphoric acid compound represented by the following formula 1. In the formula, R^1, R^2, R^3, and R^4 independently represent a hydrogen atom or an alkyl group, and X represents a nitrogen-containing divalent organic group.
