Provided is a flame retardant adhesive composition of which the cured material has good properties such as flame retardancy, exfoliation strength, electrical characteristic(migration resistance), and soldering heat resistance, and does not contain halogen elements. The flame retardant adhesive composition comprises (A) a non-halogen epoxy resin, (B) a thermoplastic resin and/or a synthetic rubber, (C) a hardener, (D) a nitrogen-containing polyphosphate salt compound, (E) a hardening accelerator, and (F) a nitrogen-containing organic phosphoric acid compound represented by the following formula 1. In the formula, R^1, R^2, R^3, and R^4 independently represent a hydrogen atom or an alkyl group, and X represents a nitrogen-containing divalent organic group.
