An apparatus and a method for controlling charging and discharging are provided to control a charging of the other devices except for a battery by freely adjusting a current value flowing into the battery. In an apparatus for controlling charging and discharging, a precision current control unit(16) accurately controls current flowing from a generator(12) to a battery(14). A load driving unit(18) drives a load(30) by transferring power discharged from the battery(14) to the load(30). A first switch(20) controls supplying or blocking of the power originated in the generator(12) to the battery(14). A second switch(22) controls supplying or blocking of the power from the load driving unit(18) to the load(30) according to a charged state of the battery(14). And, a processor(24) controls the first and second switches(20,22) by monitoring a voltage level charged at the battery(14).
