Provided is a color mortar composition which minimizes cost of mortar and fundamentally prevents releasing of harmful ingredients such as poisonous substance of cement by using an adhesive of synthetic resin as mortar coagulant instead of cement, a method for preparing the same. The color mortar composition is prepared by the method comprising the steps of: washing silica having particle size of 24-34 mesh; disinfecting impurities of the washed silica and the simultaneously primarily heating the silica with heat of 70-80 deg.C for about 30 minutes so as to firmly bond it with titanium oxide; adding 15-20% titanium powder to 100% the heated silica, introducing the mixture into a stirrer, and roll mixing milling the mixture with heating it with heat of 70-80 deg.C for 30 minutes; naturally curing the mixture at ambient temperature for about 5-6 hours so that titanium oxide applied on the surface of silica is firmly bonded on the surface of silica; adding pigment and synthetic resin adhesive to the cured silica, and roll mixing rolling the mixture with heat of 70-80 deg.C for about 0.5-1 hours; and naturally curing the mixture at ambient temperature for about 30-60 minutes so that pigment is firmly bonded to the surface of silica.
