A device and a method for booting a system using a dualized boot ROM are provided to reduce troubles/expenses according to change of the boot ROM, conveniently/safely change the boot ROM, and easily recover a boot ROM image in case that a problem is caused from the boot ROM image. The dualized boot ROM(100) includes multiple boot ROM areas(110,120) respectively storing on boot ROM image. A controller(200) performs a booting process by selecting one boot ROM image. In case that the booting process is failed, the controller performs the booting process by selecting another boot ROM image. Each boot ROM image area includes a boot ROM start area, a code area for selecting the boot ROM, and a boot ROM header. In the case that change of the boot ROM is requested, one of the boot ROM images is changed by using a boot ROM programming function. A storing part(300) stores state information of the boot ROM image used for a booting process.
