A universal roll set for forming double curvatures on a metal sheet, which can form a convex curved surface on an upper surface or a lower surface of the sheet promptly and accurately in the state that the sheet is not turned upside down, and a forming method using the same are provided. A universal roll set for forming double curvatures on a metal sheet comprises: at least one pair of supports(10) installed parallel to each other with being spaced from each other in a predetermined distance; central rolls(20) installed on facing surfaces of the supports; a first drive means for rotating the central rolls respectively; a plurality of supporting rolls(30) arranged around the central rolls on the supports; a first transfer means for moving the central rolls in a direction perpendicular to surfaces of the supports; and a second transfer means for moving a plurality of the supporting rolls in a direction perpendicular to the surfaces of the supports.
