A UIM(User Identity Module) controlling device of a mobile communication terminal and a method thereof are provided to enable the terminal to recognize a UIM card only of a particular provider so as to limit a paid service if a certain UIM card is not provided by the particular provider and to enable a user use basic functions of the terminal, thereby creating more profits for a terminal provider as minimizing the inconvenience of a user. A UIM(200) is mounted within a mobile communication terminal by including intrinsic parameter information of a UIM card. A provider identity information storage(400) presets identity information of a terminal provider which provides the terminal, and stores the preset information. A controller(300) reads the intrinsic parameter information to compare the read information with the identity information of the terminal provider, and provides a general free function service only of the terminal if the parameter information is not identical with the identity information, then limits usage of a paid network interworking service which uses a network of the terminal provider.
