An apparatus and a method for changing the operating mode of a set top box into a standby mode are provided to minimize the influence of a still image on TV and reduce power consumption by changing the operating mode of the set top box into the standby mode when a still image is transmitted for a predetermined time. A set top box includes a control unit that converts the operating mode of the set top box to a standby mode when a still image is displayed and no control command is inputted from a user for a predetermined period of time. The control unit includes a video processor(203) for displaying video data through a display, an external input receiver(207) for receiving a control command transmitted from an external input unit, a timer(205) for counting the predetermined period of time, and a standby mode processor(200) for determining whether an image displayed on the display is a still image when there is no control command inputted through the external input receiver and the time counted by the timer corresponds to the predetermined period of time and converting the operating mode to the standby mode when the displayed image is a still image.
