PROBLEM TO BE SOLVED: To enable to more rapidly decode a video image stream.

SOLUTION: A stream analyzing section 262 extracts picture position information and slice position information which are recorded in the video image stream from the video image stream. A start position detecting section 271 detects the start position of a slice at which a decoder 265 starts decoding on the basis of the slice position information. A decoding control section 264 controls the decoder 265 so that the decoder 265 starts decoding at the position detected by the detecting section 271. This device is applicable to a video recording/reproducing device for recording and reproducing a video image stream.
