PROBLEM TO BE SOLVED: To efficiently modify incineration ash from an incinerator at low cost, by measuring easily and quickly hydrogen generation ability of the incineration ash or the like, and by operation-controlling an incineration ash modification device using a measured value therein, so as to provide a safe material of high quality for civil engineering construction capable of precluding a toxic substance such as lead from being eluted to an outside. SOLUTION: In this hydrogen generation ability measuring method for the incineration ash or the like, an alkaline solution, water or steam, and heat are added to the incineration ash of a fixed amount with regulated moisture content, or the ash after modified, to be mixed heatedly, and a hydrogen amount generated by the heating mixing is measured to find the hydrogen generation ability of the incineration ash or the ash after modified, based on the measured value of the generated hydrogen amount.
