PROBLEM TO BE SOLVED: To provide a bicycle having a seat post pull-up regulating device which is simple in structure and unnecessary for the working of a frame. SOLUTION: A seat lug 4 is provided on an upper end of a vertical pipe 1 with a seat post 3 inserted therein. A cylindrical base part 7 to be interposed between an inner circumferential surface of the vertical pipe 1 and an outer circumferential surface of the seat post 3 without any gap, and a seat collar 6 which is externally fitted to the seat lug 4 and consists of a cover part 10 integrated with the cylindrical base part 7 are crowned on the seat lug 4. A seat pin 20 to fix the seat collar 6 to the seat lug 4 is arranged, and a small screw 30 as a locking means to perform the locking by the cylindrical base part 7 of the seat collar 6 is provided on the seat post 3.
