A heat exchanger is provided to reduce the electricity consumption, to improve durability and production efficiency, to enhance outputting efficiency compared to cool/hot water re-supply even with a small amount of cooling filler, to make the structure compact, to shape various units having variable cooling outputs, and to reduce usage of fossil fuel in making hot water. A heat exchanger comprises a main circuit including an evaporator(3), a compressor(2), and a condenser(8); and two secondary circuits(4,5,8,4',6) including at least one heat exchanger. One secondary circuit is connected with the condenser, and the other secondary circuit is connected with the evaporator. The heat exchanger has the former secondary circuit heat exchanger or heat exchangers arranged in a chamber adjusted about air; the latter secondary circuit heat exchanger or heat exchangers arranged at the outside of the chamber; and a switch device(7) combining the secondary circuits possibly to heat and cool water permanently so as to make hot water.
