A head (2) has a through hole (7) through which compressed air is supplied and run, with a discharge needle (11) disposed inside the through hole (7). When a voltage required for discharging is applied to the conductor-made head (2) and the discharge needle (11), corona C is generated at the tip end (11a) of the discharge needle (11) to inonize flowing air. A tubular housing pipe (17) composed of an insulator and housing a large part of the discharge needle (11) and a tapered guiding unit (traveling fluid guiding member) (18) formed at the downstream side end thereof are used to deflect and guide an air flow toward the outer pheripheral side of a corona generating area to prevent it from directly hitting the area. Accordingly, ion balance can be stabilized with a pressure and a flow rate in the area kept nearly constant even if an air supply pressure is increased.
