A road information providing/using method and device are provided to prevent a driver from selecting an abnormal travel route by informing the driver of the road condition change, such as the new establishment, shape change, or closure of the road. A traffic information encoding method includes the steps of: generating the information on the change of the road; forming a component(300) including the road change information, and including the component in a message segment; and forming a message sequence including the message segment. If the road change information is about the newly established area, the component includes information about shape points of the newly established area and explanation information about the area.
