PROBLEM TO BE SOLVED: To provide a regulating blade for an image forming apparatus achieving the reduction of cost by fixing an energizing plate member on a supporting plate member without lowering the flatness of the surface of a regulating member, thereby improving the yield of a regulating blade. SOLUTION: In the method for manufacturing the regulating blade 40 for the image forming apparatus equipped with: the regulating member 37 for regulating toner on the outer circumferential surface of a developing roller to have fixed thickness; a spring plate member 36 to whose edge part 36b the regulating member is stuck and fixed; and a frame plate member 41 to which the base end 36a of the spring plate member is laser-welded, the curved direction in the longitudinal direction of the spring plate member is confirmed and the regulating member is fixed on the recessed surface side of the spring plate member, and then they are laser-welded on the back side of the frame plate member curved to the developing roller side so that the regulating member may be positioned on the developing roller side, that is, the recessed surface sides of the frame plate member and the spring plate member are face to face contacted each other.
