PROBLEM TO BE SOLVED: To substantially improve energy saving performance of a turbo refrigerating machine by increasing energy consumption efficiency of the turbo refrigerating machine used in air conditioning equipment of a large-scale building to about 20 of three times or more of present 6.0, and performing the cooling by free cooling by utilizing outside air and evaporative latent heat of sprinkling without operating the refrigerating machine for half year. SOLUTION: A cooling method at a heat radiation side of the turbo refrigerating machine is changed from a water cooling method to a sprinkling evaporation cooling method, and a cooling water cooling pipe for free cooling is mounted in parallel with a refrigerant gas condensation pipe of a sprinkling evaporation cooling-type condenser and integrated with the condenser, thus the free cooling can be very easily performed.
