<p><P>PROBLEM TO BE SOLVED: To protect a computer system from security risk such as unauthorized access, unauthorized operation, information leakage or the like by a computer hacker or the like. <P>SOLUTION: This system stores a program necessary for system start-up such as a BIOS, BOOT program or OS kernel LOADER program in a memory such as a USB, CD-ROM, HDD, FDD, ROM, or CMOS, and includes a control function of the system start-up by software on a lower layer near a hardware, for example the start-up is interrupted when the program is not stored at the start-up.
