PROBLEM TO BE SOLVED: To provide a voice communication system having transmission data rate that is reduced dramatically. SOLUTION: The voice communications system 30 is provided with a transmitting apparatus 10 and a receiving apparatus 20. The transmitting apparatus 10 has a voice signal input means 1, a voice recognition means 2 for language information L of a voice signal S1, a conversion means 3 for converting the information L to text data T, a timbre data extraction means 5 for extracting the timbre data Hx of predetermined language information Lx, a synthesis means 7 for synthesizing these to generate transmission data D1, and a transmitting means 8 for performing demodulation and transmission. A receiving apparatus 20 has a demodulation means 12 for received data D2, a data separation means 13 for separating the data into T and Hx, a standard timbre data table 14 produced by making timbre data tables H1-Hn into a database, while making them correspond individually to timbre data samples Mx1-Mxn with respect to the information Lx, a timbre data table selection means 15 for searching Mxn conforming to the data Hx and selecting Hn, a voice synthesis means 16 for performing voice synthesis of Hn and T and synthesizing a voice signal S2 approximating the signal S1, and a voice output means 17.
