PROBLEM TO BE SOLVED: To provide a packaging bag for powder whose mouth can be sealed securely even if a little amount of powder is present at the mouth when the mouth is sealed with a valve after filling the bag with contents, so that no contents leakage from the valve occurs, thus prevents the bag from soiling things during transportation or in a workshop. SOLUTION: An end of a blow opening of a packaging bag body 10 is folded inwardly along a first folding line A as triangular folded parts 21, 22 are formed on both corners of the blow opening end to form a rectangular blow opening portion 23. A valve paper 30 forming the valve is pasted on the folded parts 21, 22, and is folded along second and third folding lines B and C which are parallel with the first folding line A, to form a blow opening bottom 13 on which a decorative paper 40 is pasted. The valve paper 30 is a flat sheet, has a width greater than a gap between the second folding line B and third folding line C, and is arranged to cover the area ranging from the blow opening portion 23 to the edge of the blow opening bottom 13.
