A method and a device for providing and using predicted information on the link travel time are provided to display average speed history and average speed of a predicted link on an LCD(Liquid Crystal Display) panel on a graph when a user selects the specific link through an input unit. A traffic information encoding method includes the steps of generating predicted information on the link travel time and status information including an identifier indicating that the predicted information on the link travel time is included; generating position information corresponding to the predicted information; generating a traffic information message including the status information, position information, and identification information; and generating message management information including the traffic information message generation time.
