A method and a device for providing and using predicted information about traffic condition are provided to supply the predicted traffic information useful for drivers and to variously display the present and previous traffic information and the predicted information. A method for encoding traffic information includes the steps of: generating message identification information indicating that the kind of the encoded traffic information is about traffic congestion; generating the predicted information about the traffic state and state information having an identifier including the predicted information(4a); generating position information corresponding to the predicted information; generating a traffic information message including the state, position, and message identification information; and generating message management information including the traffic information message generation time.
