<P>PROBLEM TO BE SOLVED: To provide a motor controller for preventing a soft start in a product inspection before shipping and reducing a time required for the inspection, and a motor apparatus with the motor controller having a soft start function. <P>SOLUTION: The motor controller 20 is provided with a soft start means 26, an external signal determining means 23 for determining whether an external input signal is a motor drive instruction signal S1 or a motor inspection instruction signal Sc for the motor inspection and outputting a determination signal S2, and a soft start disabling means 25 for disabling the soft start means 26 if the external input signal is determined as the motor inspection instruction signal Sc based on the determination signal S2.
