<p><P>PROBLEM TO BE SOLVED: To provide a steering locking device capable of easily changing two kinds of steering locking devices with and without a two-motion mechanism. <P>SOLUTION: A steering device comprises a cylinder 20 which is turnable in a cylinder outer 18, held movably in the axial direction, and permitted to turn by inserting a key 2, a cam member 40 which is connected to the cylinder 20 and turned together therewith, and moves a lock shaft 45 to be engaged with a steering shaft of a vehicle, and a body 10 to store the cylinder 20 and the cam member 40, and further comprises a cam lid 31 having a permission unit 34 which is formed on one face side to permit the backward movement of the cylinder 20, and a prevention unit 35 which is provided on the other face side to prevent the backward movement of the cylinder.
