PROBLEM TO BE SOLVED: To provide a flexible user management system in a communication management device for managing participation of symbols to a virtual world consisting of a plurality of communication areas, in a message communication system wherein a plurality of user terminals are connected and the virtual world and symbols defined per user terminal participating in the virtual world are shared among the plurality of user terminals and a plurality of user terminals corresponding to a plurality of symbols entering one communication area exchange messages. SOLUTION: The upper limit number of symbols (users) allowed to participate in each communication area and the longest participation time are defined per communication area.
