PROBLEM TO BE SOLVED: To obtain a water-based skin cosmetic with refreshing feel in use and good in compatibility with the skin and infiltration feeling. SOLUTION: The water-based skin cosmetic is obtained by compounding at least one water-soluble surfactant. This cosmetic has surface tension of 33 mN/m(25°C) or lower and viscosity of 2.5 mPa s(22°C) or lower. In this cosmetic, it is preferable that the water-soluble surfactant be selected from fluorine-based surfactant, silicone-based surfactant and anionic surfactant.
