PROBLEM TO BE SOLVED: To monitor carrying in accordance with approaching and separation of paper sheets to/from each other without considering the length of the paper sheets being carried on a carrying passage. SOLUTION: A carrying control device controls carrying of paper sheets being carried on the carrying passage. It comprises a plurality of sensors including a first and a second sensors to detect the paper sheets being carried, a time mechanism to convert carrying quantity or time duration after start of carrying of the paper sheets into time, a monitor control part to monitor passage of the paper sheets, and a memory part to store information related to the passing time and the sheet-to-sheet interval for the paper sheets passing between the first sensor and the second sensor. The monitor control part uses information stored in the memory part, and in a case where the paper sheets are detected as having the narrower interval in the paper sheet carrying direction by the first sensor, it judges the second paper sheet after detection of the first paper sheet by the second sensor as normal passage, while in a case where expected paper passage time for the second sheet is included in the paper sheet detected by the second sensor, the second paper sheet is judged as normally passing for control of carrying of the paper sheets.
