PROBLEM TO BE SOLVED: To provide a method for manufacturing a panel for information display, with which an inside of a cell is certainly filled with a prescribed amount of a charged display medium by filling the inside of the cell with the display medium in the state in which substrates such as film substrates are positioned with an optical positioning device and fixed with a pressure type substrate fixing device such as a vacuum chuck. SOLUTION: In the method for manufacturing the panel for information display to display information such as an image by: sealing at least one or more kinds of display media constructed with at least one or more kinds of particles having an optical reflectance and an electrostatic property in the cells, formed with partition walls between two sheets of substrates of which at least one is transparent and which are placed opposite to each other; and transferring the display media by imparting an electric field thereto, by conducting a step to fill the inside of the cell with the display medium in the state in which the substrates are positioned with the optical positioning device 19 and are fixed by using the pressure type substrate fixing device 15 (the vacuum chuck), positional deviation of the cell is prevented and the inside of the cell is certainly filled with the prescribed amount of the charged display media.
