PROBLEM TO BE SOLVED: To provide a fine-bubbles generating apparatus which can cheaply produce a liquid containing a few of fine bubbles using a simple apparatus. SOLUTION: The bubbles generating apparatus has an airtight vessel 1 for receiving the liquid 4, a gas introducer 2 for introducing a gas 3 into the airtight vessel 1 and dissolving the gas 3 in the liquid 4 by compressing the liquid 4, a discharging part 6 which is arranged in the airtight vessel 1 and has an outlet 7 for discharging the liquid 4 from the airtight vessel 1 outside, and a conduit pipe 60 which has the larger inner diameter than the opening diameter of the outlet 7 and is connected to the outlet 7.
