PROBLEM TO BE SOLVED: To improve design flexibility and to attain the reduction of costs when creating a document with a ground pattern for restraining illegal copying.

SOLUTION: A document output device 1 generates a security ground pattern comprised of a basic security ground pattern that is erased in copying by a copying machine and a hidden security ground pattern that is clearly copied in copying by the copying machine and creates a document by printing this security ground pattern and print data using a printer 6. Serial numbers attached to documents, names of distribution destinations of the documents or the date and time of printing and a character string indicating information different for each document are printed as the hidden security ground pattern.
