PROBLEM TO BE SOLVED: To provide a voice coding method for normally enabling reproduction by a reproduction side even when selectively permitting or prohibiting down mixing on the reproduction side or selectively transmitting a multi-channel by compression or non-compression, and to provide a voice decoding method. SOLUTION: ATSI includes a first identifier indicating whether multi-channel data are compressed in an audio packet and a second identifier indicating whether permitting or prohibiting that the multi-channel data are down-mixed to a stereo two-channel.
