PROBLEM TO BE SOLVED: To provide a heat exchanger and a method of manufacturing the heat exchanger miniaturized while improving heat exchange capacity by enhancing a tube existence ratio per unit volume. SOLUTION: The heat exchanger comprises a refrigerant inflow side header tank 13 communicating with a flat tube 2, a refrigerant outflow side header tank 14 communicating with the flat tube 2, and a plurality of folded parts 3-7, 20-23 formed at the flat tube 2 existing between the refrigerant inflow side header tank 13 and the refrigerant outflow side header tank 14. A space between an upstream flat tube 24 where a refrigerant flows in toward the folded part 4, and a downstream flat tube 25 where the refrigerant flows out of the folded part 4 in at least one folded part 4 out of the plurality of folded parts is formed to be smaller at a part more separated toward the center from the folded part 4, than at the folded part 4.
