PROBLEM TO BE SOLVED: To effectively control the vibration of a building against a wind load, and at the same time effectively absorb vibration energy at the time of an earthquake. SOLUTION: The horizontal rigidity of a low floor level of the building having a plurality of floors is made smaller than that of a high floor level supported by the low floor level. Then a hardening-type viscous damper is provided to the low floor level of the building, and the vibration energy is absorbed. Then horizontal deformation of the low floor level of the building, which has a plurality of floors, in a primary natural oscillation mode is made larger than that of the horizontal deformation of the high floor level supported by the low floor level.
